Harbin Measuring & Cutting Tool Group Co. Ltd. (which was originally called Harbin Measuring & Cutting Tool Factory, hereinafter called “HMCT Group”) built in 1950s is the only one enterprise which can manufacture measuring and cutting tools in the 156 key projects during China’s First Five-Year-Plan period and did a great historical contribution to the development and healthy growth of tools and measuring tools manufacturing industry of China. And HMCT Group now is in the leading position in Chinese tools industry.

　　The enterprise covers an area of 180,000sq.ms, among which the production area takes up 110,000sq.ms. The total assets are 700 million RMB. It has 1499 pieces(sets) main production equipments. And the major products it produces are measuring tools, cutting tools, precision measuring instruments, NC cutting tools and CNC machine tools, which can be sorted into 5 major categories, more than 200 varieties, and more than 5000 specifications and the annual productivity of these products is more than 30 million pieces. In 1998 and 2003 the enterprise respectively passed the international quality certification systems ISO9001:1994 and ISO90001:2000 and it is honored as “National First Grade metrological Company”, “Hei Longjiang Province Garden-like Company”, “National Advanced Company in Environmental Protection”; its LINKS brand and the products also get honorary titles like “China’s Well-known Brand”, “Hei Longjiang Province Famous Brand”, “Hei Longjiang Province Famous Products”, “China’s Best Selling Brand”.

　　The enterprise possesses solid and tremendous technological power, it has measuring instruments institute(state class), measuring and cutting tools institute, thermotechnical institute, CNC machine tools institute, NC cutting tools institute and one pilotscale experimental base. In 2003 the enterprise was approved to be “postdoctoral industry base”. In recent years, the enterprise has taken independent researching and developing as the main principal and the cooperation with universities as assistance, by this way we consecutively developed a series of hi-tech and new products such as precision measuring instruments, NC cutting tools, CNC machine tools and so on, which fill the domestic blanks and substitute imported ones and the quality and technology level of the products were greatly improved.

　　At present, the quality and technology levels of the products are all in the leading position is the industry and also reach or close to international levels. On the standard measuring and cutting tools production, HMCT Group is the most important production base of standards reference products like end angular degree, angular degree, taper degree, smoothness measuring products. It is also the biggest production base of universal measuring tools and standard cutting tools. And it is a manufacturer with most solid productive capability, highest technology level and most complete varieties in measuring instrument products. It is the only production and scientific researching base of large-size gear measuring instruments and surface roughness testers in China.

　　Through the technology reform during the Eight "Five-Year Plan" period, the enterprise developed and produced NC cutting tools, the equipments and productive capability of which take the first place in China. In 1999 the enterprise cooperated with Harbin Institute of Technology to develop CNC parallel machine tools. With constant improvement, the fourth generation product---CNC parallel machining center has come to the market. The new product is the first kind in China, it is the outcome of parallel robotic mechanism with machine tool and high combination of space structurology, machine building, CNC technology, computer software and hardware technology with CAD/CAM technology, and has already reached advanced international level.

　　Now HMCT Group has already become an enterprise with the longest production history, the most products varieties, the biggest production scale and one which integrates science, industry and trading in Chinese tools and measuring tools industry. The products under the brand “LINKS” are sold all over China and also sold far over 30 countries and regions like Europe, America and Southeast Asia.
